The satellite's production began in 1977 and was later frozen for 19 years. The Iranian Aerospace Industries Organization resumed the project in 1996.
The Iranian Research Organization for Science and Technology has conducted research work on the project. The Communications Ministry signed an agreement to produce the satellite in 1998. Iran invested $10 billion in this project.
